Faction Name: Rekindled Ember of Vahl aka: The Rev
Faction Purpose: The Rev were originally the surviving members of the Ember of Vahl who managed to escape annihilation from the Jedi Order. The handful of members who made it to Roon reformed the cult and have since gained control of Roon. Their ultimate goals are to garner more power and eventually spread the influence of Vahl across the galaxy. Whether covertly, openly like the Krath of old, or a mixture of the two...only time will tell.

Financial wealth: The Rev are wealthy for a single planet faction I suppose. Using the planetary government as a proxy the cult's funds come from Roon's economy which is largely based around mining and trade. Flame jewels, spice(some only from Roon), and Roonstones are all highly valued in galactic markets especially to the upper echelon of societies.
The Cloak of the Sith makes Roon nearly inaccessible, however the Roonian government maintains a few small hyperlane routes. These routes are large enough for getting traders and smugglers through, though not whole military fleets, to and from Ryloth where they can do business. From Ryloth one has access to Tatooine, The Corellian Run, and subsequently the rest of the galaxy. These few routes from Roon are predominantly only known to trading companies sanctioned by Roon, though some smugglers are familiar with the routes.
Roon's economy also enjoys growing profits from agriculture, tariffs, and other taxes. On the subject of tariffs Roon has a symbiotic relationship with a few select pirate crews. Roon turns a blind eye to pirates doing business or seeking asylum on or around Roon(anywhere within the Roon system/Cloak of the Sith) and in return the pirates pay a small fee(tax) based on the size and quality of their loot. The pirates must also never raid, harass, or in other ways impede traders coming to or from Roon.
Military assets:
Form of Government: The planetary government is publicly run by a monarchy, but secretly the Chosen of Vahl pull all of the strings, thus Roon and the Rev are a Hierocracy/sextarchy/prophetocracy. The Chosen of Vahl are six Vahla priests and priestesses exceptionally gifted in the aspects of the force pertaining to sense and telepathy. Within the cult/religion they dictate policies, have the absolute final word, and are believed to consult with the goddess Vahl herself through Force-farsight. As for the Roonian government as I stated before it's a monarchy, but has some bureaucratic departments to help run the planet. Similar to Edward I of England's Model Parliament there is a king's council of leading nobles, church leaders, and landowner representatives to discuss government matters, especially finance, with the Roonian king. They all meet three times a year, but additional meetings can happen as needed and not all members need be present to extra meetings unless stated otherwise by the king.
