Popping in again to point out my same issue.
He's six, Jstar. This is still like your original concept of him being in a Spartan like program, you've just removed the "training for the weapon" bit.
Here's what I've said before:
Allow myself to further add on. He's six. He can't be signed up for the Republic military. He would enter in the normal way. Since there's not a specific age that says Shistavanens are mature, I'm going to say he is of age when he is eighteen.
The Republic also wouldn't send out a bunch of troops to collect Sirul. These people would have to be, more or less, normal, or smugglers, or travelers, or merchants, or something else, because it doesn't make sense. Now, perhaps one of them was on leave or something and maybe they adopted Sirul, fine. I don't know how you want to play this out exactly.
The program I mentioned before is a real life program where young people can enter to have a military-like (not standard military) experience, but it's an extracurricular program like ROTC. They get some similar "training", learn firearm safety, and can have uniforms, but because they want to be in it. An example of such a program would be Young Marines, and you can research it for more information.
I don't know why someone didn't return to look this over in my absence, and I apologize.
It turned out that the fur-less were known as humans, and they worked for the Republic. He was trained by them, for many years it seemed to him. His parents had signed him up for the Republic it seemed... And he thanked them for it.

If you want him in the Republic SpecOps, he’ll have to enter the normal way – be taken in when he’s of age, to go through basic training, be deployed, et cetera. He can be recognized and offered for his performances, or he can express an interest in Special Operations, though he will need to prove exceptional skill and that he is up to the task.
Now, I can only assume that, just as there are programs in real life, there are programs which children could join.I know most of those types of programs to be mainly in their teenage years that would benefit their future military career if that's the path they want.
