I have done some thinking about who my all time top 3 force users would be and I think I have finally made a decision:
1) Darth Bane 2) Anakin Skywalker 3) though some would strongly disagree Luke Skywalker

Well I would wonder what the criteria for top force user is?
How powerful they were? How much they accomplished (Known or not)? How much they changed/held by traditions? Did they have to have earned a high rank?
That being said, I'll just name my 3 favourites
1. Fay 2. Jacen Solo (Darth Caedus) 3. Qui Gon Jinn

1. Emperor Palpatine 2. Darth Nihilus 3. Yoda
Paply because he trained about a billion apprentices that all were quite efficient in all different aspects of the Force, thus, Palpy had to know all of what they knew.
Nihilus cuz he ate planets because he was "hungry"
Yoda, because he's flippin Yoda, and I don't say that because of all the fan-fare around this super Jedi, but because he was so well-rounded in all areas of the Force and its philosophies.

I'm gonna go with a similar roundup.
1. Darth Nihilus 2. Emperor Palpatine 3. Revan
Darth Nihilus because... yeah, pretty much what Cas said. He eats the life-forces of entire planets! Not to mention that when he did so at Katarr, he wiped out 100 extremely powerful Jedi without so much as a whimper.
Darth Sidious (Good 'Ole Palp) because of his ability to transfer his essence amongst a host of other major abilities not seen in the films. For him to be able to deceive the Jedi for so long is impressive, in my opinion, although they were close to discovering his true identity. His lightsaber skills lacked, but he most definitely was a master of the Force.
Revan because of his simple ability to re-grasp training in the Force. His ability to learn was unmatched and he eventually became an unrivaled master at one point or another to both spectrums of the Force.

1. Emperor Palpatine - Able to deceive the most skilled Jedi, knew multiple aspects of the force, was a skilled swordsman (although never really fights much he's able to strike down 3 masters in seconds), destroyed the republic, and the list keeps going.
2. Yoda - Probably the most skilled force practioner, amazing skills with a lightsaber, and his unique race make him totally unforgetable
3. Darth Bane - This is more of a personal as I simply enjoyed the character. His progression from a slave miner to re-creator of the Sith is fantastic. Unlike Luke "the baby" Skywalker, Bane never whines or complains about his skill even when he's captured and being tortured. While his skills were impressive they were probably not as powerful as the above characters.

1. Luke skywalker, I've always looked up to him and despite what some people think I believe he is cool, plus he is one of the strongest forces users and some of the things he does in the expanded universe are woaah like (he even dueled and killed a clone of the emperor in single combat!) so yeah I like him and he is one of the few childhood heroes I had.
2. Kyle Katarn, yeah that scruffy mercenary turned Jedi. He rocks and he managed to kill 7 trained dark jedi without previous training and later became the battlemaster in the new Jedi order. AND he is not restricted by the sides of the force and can use a couple of abilities from both the light and the dark side of the.

3. Kreia, I think she is one of the best characters to have comed from starwars. She truly cares for the exile, is manipulative and evil yet wise and can oddly good. She played around with the Jedi, people and the sith their philosophies, teachings and even their lives. She is someone worthy of respect, she trained some very noteworthy people like Sion, Reven, the exile and Nihilus.

1. Palpatine: The puppet master. He fulfilled Bane's dream of destroying the Jedi and bringing the Sith back into power, and best of all, he did it while only lifting his blade once (oh that pesky Mace Windu). This is what a Sith should be; dark, clever, manipulative. The only reason Palps is #1 and Sadow is not is that Sidious succeeded in his plan.
2. Naga Sadow: In case you can't tell, I have a dark side bias. =P Anyway, some of you seem to favor Bane, and he was awesome. However, Sadow's powers were far more impressive. He could conjure up entire armies of phantoms and Sith Fleets using Sith Magic. Even the Jedi could not see Sadow's powers for what they were, and if he'd not been betrayed he might have crushed them all with just his mind.
3. Revan: "Revan was power. It was like staring into the heart of the Force." Kreia's words, not mine. He was also the driving force in the Republic's victory in not one, but two wars.

Three of my favorites.
Darth Zannah - Bane's Apprentice she succeeded him. She had a vast mastery of Sith Magic. One of her key skills was summoning Dark Side Tendrils which could disintegrate bones and flesh on contact.
Darth Krayt - Do I really need to explain this one?
Luke Skywalker - Same, thing I said above. Single handedly one of the strongest Force Users known. He brought back the order of the Jedi, and has done a lot towards bettering the galaxy.

1. Darth Zannah - I have to say that despite the fact that we do not see as much of her skills as we do Bane, she has great potential if someone continues to write her. She was able to summon the tendrils and like Derriphan said it disintegrated flesh. Really she has much potential.

2.) Emperor Palpatine. My feelings on Palpatine are pretty straight forward: He knew how to play the game. He controlled both sides with relative ease and kept himself a shadow to both sides, including Yoda and such. That takes dedication, holmes.
3.) Naga Sadow....if you feel like you've read this list before. You have. Anyway, yeah I'm definitely a dark side kind of guy. Anyway, see above if you want to know why. :/ He's got some mad skills, and Ludo Kreesh was just a tool (y)

1. Revan. Dude, amnesia rocks.
2. Luke Skywalker. As much as I think he's a peace loving pansy, I can't ignore the fact that he created an entire order out of basically nothing.
3. Darth Plaguis. Created a living being out of the force alone, able to revive those he loved, this guy has all the coolest force powers even though he is rarely mentioned.

Top 3 as in most powerful?
1) Luke Skywalker, literally becomes the most powerful Jedi of all time in canon.
2) Darth Sidious, literally was the most powerful Sith of all time in canon.
3) Solo twins, they tie it up, and their feats within canon inches them-- not on par, but they do get close to Luke Skywalker, which is a hell of a thing in its own right.
Revan, nor Bane (especially Bane) even approaches my top ten. Because when you think about it, if Bane was so damn powerful that he could match Palpatine or Vader, than his Rule of Two over the course of a thousand years... was a complete waste of time, and he just outright sucks. So, among Sith from a thousand years prier to Darth Sidious, Bane would have to be fairly low on the totem pole considering what the Rule of Two is designed to accomplish.
But then again...
People often confuse awesomeness = superduperpowerful...
