The P2800 was the culmination of a Sith contract for a weapon to provide to Intelligence and other covert operatives in the Empire. The demands were a lightweight and easily concealable weapon with a high rate of fire.
The design phase lasted several years, but the design arrived just in time for war with the Republic, and a race to outfit covert operatives with such a weapon was easily won by JWS.
