Officially, ETS Corp. claims that this due to the rigors and stresses that the well-to-do face at all times, citing uses ranging from avoiding paparazzi to visiting private homes and vacation spots without scrutiny. Unofficially, the ship fills a decided niche market for the super rich to travel without even government tracking. As a result, all such ships must be registered with the Republic government and constantly transmit a unique ID frequency. The registration can be skipped and the signal disabled, of course, but both offenses are severely punishable by law. As a result, those who customize Owls often have little regard for legality to begin with. Upgrades often go a step further by augmenting the stealth suit with military-grade equipment, effectively making the ship and its signals invisible to everything below dedicated military sensors and sweeps. The stock Owl demands a skeleton crew of at 2 people (or 1 person and a dedicated navigation droid) and can hold a total of 20 individuals at luxurious standards.
