www.healthchecksystems.com/heightweightchart.htmstandard weights for humans....I'd imagine those with wings, some scales, possibly horns, and a tail would be considerably more weighty....and not likely to fly. Or if they do fly, their bones would have to be hollow-ish....in which case, they'd be easily breakable. anyway, other than that....OMG COOL DRAGON PEOPLE! *ahem* yeah.

What you've got to go for, with flying humanoids, is willful suspension of disbelief. Make the proportions as close to a bird as you can, apply some phlebtonium, and you should be good
For example, each of a bird's wing is about as long as its body is, so to get a wingspan, you take the height, double it, and add the shoulder-width. And while bat-like wings really aren't good for soaring, that's one of the things you can just go 'shhhhhhhhhhhh' about.
You'll probably want to go with hollow bones, but those can be pretty strong, when you factor in proportions.
Be thorough with the Culture and History, and factor in some disadvantages of having two six-foot-long wings, and you should be able to get your race approved. ^^
I also recommend looking through already-approved species, to get a feel for what's expected.
