Hey guys,
My apolagies if this answer has been answered a 1000 times already, but I would like to know how promotion occurs in RP, before I send in a character application.
Is there some higher instance that decides whether someone is worthy, in the Jedi's case the higher council? Or does one decide this for him/herself?

In the case of the Jedi, there are age limits and lists of things to be done. Generally speaking your character will not change ranks unless they are on the age limit itself. 22 for Knighthood, 34 for Masterhood.
It works somewhat differently in the military and the Sith, whose moderators can answer for themselves.

Yeah, I read the age limits for Jedi Characters. I guess it would be kinda stupid to be a padawan of about 15, and hoping to promote to Knighthood in the coming months. Unless ingame time moves quicker than real life, but I haven't found such a notion yet.

Maybe I should have phrased my question differently though, now that I know what I know.
How does one progress (say, stat improvements, ranks) ingame?

Most increases in something are handled on a case-by-case basis, usually by the section mod. For example, if you have a Jedi and you feel like you've done enough to warrant an increase in a stat, you can ask the mod, and they'll look over it. Obviously, the stronger your character is, the more it takes to get a stat increase. I should also note that getting a stat increase isn't so simple here as it might be on other sites, where you can train in a thread and then request an increase. It might get you one if you're at a low level in an area, but for the most part, it takes time and they're spread out over time.
For rank increases it depends. For the jump from Padawan to Knight, you'd have to have a Padawan that's at least 22, as lmr pointed out, and I would imagine you would have to RP that character going through the Trials for Knighthood. For Knight to Master, it's a bit less clear, as the character has to be old enough, but they have to do something that would be worthy enough to get them bumped up to that next rank. This would probably be handled on a case-by-case basis.
Things are a bit different for the Sith, since the Order is relatively young. Most Sith are Initiates now, since the Order hasn't been around long enough for many members to progress further or to their fitting ranks. But once that point is reached, I imagine it'll partly be based on what they've contributed to the Order and what level they're at in terms of ability--a Knight-level will likely be moved to Sith Knight, a Master-level to Sith Lord, etc. For moving between those ranks once the character's reached that point, it will likely work the same way it does with the Jedi: have to be of age, have to do something to warrant the rank increase.

Now is my last question. Where can I find some clear answers on the disticntion between Dark Jedi and Sith? I saw you used the term 'Sith', but I also read that the Sith is at the moment unavailable for character applications.
In the Plot thread I read that the Dark Jedi are in fact a new Sith Order, and have taken over the Sith Empire.
So why did this forum make a disticntion anyway? XD I'm not getting it.

Any force-sensitive that falls to the Dark Side gets classified as a Dark Jedi here. Most Dark Jedi tend to be rogues.
The Sith Order is a more comprehensive group made up of Dark Side users. It's the Dark Sides variant of the Jedi Order, obviously.
To put it simply, in a way that's been used several times, the Sith Order are some Dark Jedi with clubhouse.
And yes, you can make a Sith. Not sure what says Sith can't be made, but it may be out of date. Currently, any Sith for the Sith Order are limited to being Initiates in rank, though they may still be whatever ability level you desire, so long as the bio supports it.
