In 3610 BBY, Rendili StarDrive shipwrights drew up a design that they envisioned being used extensively in the case of a war between the Sith Empire and the Galactic Republic. The Republic Senator from Rendili at the time, Avanon Qelo Rankin, believed in the design team and served as a private patron.
In the event of a war, Rankin realized that the Republic's greatest asset would be its industrial ability, and that the arsenal of democracy could produce endless waves of ships, enough to overwhelm the Sith Empire with numbers. They set out to capitalize on that by designing a fast and light ship that could be mass-produced by the hundreds and field in a dual role of destroyer and assault ship.
These two facets heavily influenced the design, and with two subteams of designers balancing each other out they came to the end result of a ship armed primarily with torpedos and missiles, but possessing the ability to deploy 250 soldiers to the ground, with capacity for ten dropships to support them. The entire upper surface of the ship doubles as a flight deck in atmosphere, and can be used for staging operations.
The use of cutting-edge computer systems helped automate many of the systems, enabling a very small crew. With the addition of a hyperdrive, they created a ship capable of speeding across the galaxy to any front. It was their hope that Republic wolf packs would be able to strike anywhere without warning, in hit and fade operations ideally suited to their fast destroyer.
However, the Republic did not see a dire need for such a design, and the military procurement officers for the Navy simply could not believe the Sith Empire would attack.
Everything changed in 3602 BBY, and the Navy delved into existing designs that could rapidly be put into mass-production. They stumbled upon Design Project AX-143, upsized it to be a light cruiser, and immediately fast-tracked it into production. As an inspirational tribute to Senator Rankin, who had passed away in a tragic speeder accent two years previously, the design was officially named for him.
