What I really want to talk about is what should the NPC culprit be like?

I was actually thinking "Culprits".

The assassin who made the attempt on Beluga's life, then the person who hired him.

Thinking Brute-ish? for the assassin. And Rich, partly master mind-ish for the boss who is uncovered at the end of the thread? Possibly both alien and part of a small hidden organization who wanted your place on the senate?

Thoughts? Am i even remotely close to your ideas?

Culprits sounds correct.

As for having them be a Pinky and the Brain combination seems good enough. I mean it's not like they're gonna be ultra important, might as well stereotype the crap out of them XD.

However I don't think having motivation be to grab Beluga's place as Senator is a good idea. I was thinking of actually having the assassination attempt be motivated by a wish to take him out, thus harming his company, leaving an opportunity for a rival to either make a profit off Beluga's loss or to absorb Beluga's company in the chaos ensuing his death.

I think that the "Other member of company" idea seems the best, he would have money, motive and knowledge to take over? Bit like the bloke out of iron man 1

I see what you mean Vrox, but Beluga's company isn't exactly a mega company. The owner (him) and the CEO (Kea, one of his childhood friends) are still very much hands on. They hand pick their employees and their sources are individuals they trust (and who are trustworthy). A threat from within the company is fairly unlikely. However because of the nature of certain goods Beluga deals in he is a bit of a pain for other, large pharmaceutical companies. Hence those are likely to want him out of the loop. Hell it could even be multiple companies working together to off him.

On another note there's something else I'd like to ask. How does one go about making an NPC? Is there an official bio that needs to be written? And if so where?

If it's just and NPC we plan on killing off or putting behind bars for all iternity theres nothing to worry about.

A good example is that of Hebba the Hutt, the character that has been plauging Zett Rem sense forever, Hebba is a NPC, but i don't have a bio for him.
