Ministry of Imperial Security
The Ministry of Imperial Security is one of the oldest braches of the Imperial Government in existence. It was established soon after the formation of the Sith Empire to ‘Protect the Empire and its people against threats internal and external by any means necessary’ and for the past several decades it has proceeded to fulfill its mission statement with ruthless efficiency. Over time it has grown into a powerful internal force in the Empire with a yearly budget that is rivaled only by the Imperial Military and the Ministry of Intelligence.
The Ministry is overseen by the Minister of Security, a position that is usually held either by a Grand Moff or a high ranking member of the titled nobility of the Aristocracy. Usually the person selected to hold the office has previously held a directorial position in one of the security agencies under the MIS jurisdiction but the internal politics of the Empire have also seen the office held by people with no prior experience in the field. Such appointments haven’t usually lasted long, though.
There are number of Security Agencies and Departments operating under the Ministry’s jurisdiction but only a handful of them are especially noteworthy for the Imperial people. Said agencies are the Office of Counter-Intelligence, The Department of Domestic Intelligence, the Bureau of Special Investigations and the Special Enforcement Division.

Office of Counter-Intelligence
One of the first agencies to be formed within the Ministry of Imperial Security, The Office of Counter Intelligence, or OCI, was born out of the fear among the Aristocracy that the Republic intelligence agencies were operating within the Imperial borders freely. Thus the OCI was established and tasked with hunting down and eradicating any foreign spies in the Empire.
The Office had something of a rocky start. When it was established, it got many of its initial members from the ranks of the Imperial Intelligence Service. However, the Imperial Intelligence was less than pleased to give up any of its personnel and as such used the OCI as a dumping ground for the people that didn’t have a future in the Service, filling the Office’s ranks with a bunch of incompetent or at best mediocre agents.
This lack of skill initially hampered the OCI’s ability to operate, but as time passed they managed to improve significantly, going from a punch line to dangerously competent. Today, the Republic SIS considers the OCI threat number one for their operations in the Imperial space.
Bureau of Special Investigations
Of the noteworthy agencies under the MIS, the Bureau of Special Investigations (BSI) is the second youngest. It was established to fight organized crime about two decades ago in response to a rise in the interplanetary crime rate within the Empire. Their duties were later expanded to handle the criminal investigations involving important government figures.
Department of Domestic Intelligence
The Department of Domestic Intelligence was established soon following the OCI’s founding. Its purpose: to monitor the imperial population for any subversive or seditious elements and remove them before they developed into threats. And there was plenty be found, especially when the Department’s first director, Moff Elian Konnin, was a paranoid maniac who saw patterns and treason where none existed. Under his leadership the DDI developed a bloody reputation but as long as results were produced the Aristocracy didn’t care.
In the end, Moff Konnin’s tenure as the director lasted only few years. He made the tragic mistake of backing the wrong camp in the Aristocracy’s internal power struggle and was promptly dismissed after the other side had triumphed. His successor was considerably saner person who proceeded to expand the DDI significantly as well as hold back some of its more brutal aspects but the Department never really lost the reputation it had earned under Konnin’s directorship.
Today the DDI is the single largest agency under the MIS. Under its previous director, Havlen Torrik, the DDI shed much of the obstructive bureaucracy it had developed over the years and improved its efficiency. It also became significantly more subtle in its dealings: high profile raids and arrests largely gave way to inexplicable disappearances and “tragic” "accidents". Among the imperial people it’s a known fact that the DDI is always watching. During the war, the DDI also absorbed a number of new duties, among them counter-insurgent operations in occupied territories, usually run jointly with the military or the SED.
Special Enforcement Division
Sometimes the application of brute force is necessary to quell unrest among the population but the military is too slow to react and the police force is insufficiently armed and prepared. And sometimes you just need to keep recently occupied population in line without tying down soldiers that could be thrown at the enemy. For this purpose, the Special Enforcement Division was formed in the months leading to the War.
SED is the paramilitary wing of the MIS and its primary mission is to maintain “peace and order” in any Imperial territory that is suffering from “particularly agitated populace”. Unlike the other branches of the MIS the SED rarely takes part or conducts operations more clandestine than a surprise raid at a suspected insurgent base. Most of SED soldiers are drawn from the ranks of the Imperial Military (primarily from the military police and equivalent), Imperial Academy, various police special forces or other branches of the MIS. The recruits are then subjected to an extensive and intense training that both prepare them to fight against insurgents employing methods of asymmetric warfare and enemies fighting using conventional methods. Although the training encourages brutality and ruthlessness (along with zealous loyalty to the Empire and obedience towards their superior officers) in dealing with enemies, actual sadists and otherwise severely anti-social people are screened out quickly as such traits are considered a liability.
