The ships are thought to be part of a tactic that involves Archeri infiltrators appearing to be healthy, setting down on uninfected worlds, and sabotaging efforts there to counteract the disease's spread. While the civilian ships claim to desperately require aid, the planetary government has called for a full investigation, forbidding them from entering any further into the system.
