Based on all the information you know, does Emperor Palpatine/Darth Sidious follow the "Rule of Two" as it is established by Darth Bane? In my opinion he doesn't since he killed his master, Darth Plagueis, in his sleep. This was strictly forbidden under Darth Bane as it undermineded the strength of the Sith Order. Also Emperor Palpatine has countless "force-sensitives" helping in all sorts of ways including using them as assassins, prophets, and such. Obviously they weren't taught many, or any, "Sith" teachings but they were taught the force none the less. Anyway I want to hear your opinions and thoughts.

Well in some aspects he did follow the rule, he only 'darthed up' someone when the previous died, so despite there being dark jedi at his command at points there was really only vader in it for the long run, with Dooku before him and Maul before that. I might have overskipped some stuff in the expanded universe but I can only hold so much stuff in my mind-tank.
Still he undermined several aspects of this rule which means technically he was breaking it. I guess my vote would be 'No' because of this. This doesn't make him any less fundamentally a sith, however.

He paid lip service to it, but he knew it was flawed, leaving the Sith able to be outnumbered as soon as the Jedi discovers them.

Well, he does end up being bested and killed by his apprentice, Vader.
