Faction Name: Operation: Godfall (also identified by the sobriquets "Project Genesis" and the "Ghost Program")
Faction Purpose: Operation: Godfall is a black-ops clandestine government project whose goal is to create and produce the super-soldier covert operatives loyal to the Republic. Due to their delicate relations with the Jedi Order, and the fragile frame of public appearance, prospective operatives are taken via a "silent" conscription, often disappearing without a trace. Because of their unique and unreproducible extra-sensory perception, among other forms of heightened mental focus, awareness, and abilities, prospects taken are all, first and foremost, Force-sensitives.
Faction Planet: Among many of the greatest dangers was discovery by the Jedi Order from their ability to sense the presence other Force sensitives, and in turn, discovery by the Galactic Republic government. Due to the absence of governments and the extreme dangers of traveling without foreknowledge of one's destination, the central headquarters for Project Genesis is on the world of Toridas, a planet located inside the deep core, hidden away from the influence and detection of the Jedi Order.
Financial wealth: Although immense, the financial wealth of Operation: Godfall (or Project Genesis, as it's called among the higher echelon) is tightly controlled and restrictive to prevent abuse or the possibility of unforeseen financial difficulties. To avoid the possibility of discovery via excessive credit transactions, the wealth of Project Genesis was accumulated funds slowly amassed over the course of roughly two decades. Consequently, Project Genesis' funds are nearly inaccessible and untraceable to all but the cabal involved with the initial foundation.
Military assets: As a facility designated to the creation of "Ghosts", the military strength of Operation: Godfall is virtually non-existent compared to the prowess and numerical standing of a formal military force. As such, should the event that they be forced into military combat, Operation: Godfall would depend on secrecy, espionage, and stealth tactics as opposed to direct warfare. Although statistically their numbers exceed no more than one hundred, they are nevertheless highly organized and efficient.
Form of Government: Operation: Godfall is a clandestine government within the Galactic Republic, specifically within the Republic's military branches. As such, it could also be considered to be a rouge black-ops group and splinter faction military organization. It is ruled by a cabal of the highest echelon's of the organization, known as the Ring.
Faction History: The origins of Operation: Godfall can be traced back to 3653 BBY, during the events in the galaxy leading up to the Treaty of Mando'a. With the wounds of the Jedi Civil War finally mending and the Sith threat subdued, a sigh of relief permeated the Republic. However, it was a hollow victory. The Republic was crippled, vulnerable, and their vaunted Jedi heroes were the roots of their despair from then and generations past. Despite their vow to protect the Republic, the Jedi have been the ultimate source of the greatest enemies the Republic has ever faced. Even the Sith themselves were born out from within the Jedi Order. Among a select few, there was still firm distrust in the Jedi, especially due to their allegiance to the Force above the Republic, and their hesitance to comply with the Republic's wishes that may challenge their beliefs. At approximately 3673 BBY, pending cautious outspokenness, several members of the Republic's government found kinship through their belief in one thing: the Republic needed true protectors. No religious warriors, no burdensome creeds, only soldiers loyal to the Republic's protection.
In the wake of the Treaty of Mando'a, five men and two women within the Republic's government confided in secrecy to put forth an effort to realize their designs. Amidst their consideration, one thing was certain. Whether they trusted the Jedi or not, their powers, and the power of their archenemies - the Sith - was undeniable. Before their program could begin, they needed subjects, but no one ordinary. They needed to be soldiers superior to the norm - Force sensitive. The training of Force sensitive soldiers would not bode well with the Jedi, or the Republic, who were distrustful of Force sensitives as a whole. Creating an army of soldiers with supernatural powers, in addition to the proposed training methods, would no doubt be rejected. Thus began Operation: Godfall, initially under the pseudonym of Project Genesis.
Phase I of the project was simple - to find a suitable location to carry out the experiment. The Jedi could sense other Force sensitives around them from worlds away, from the Core Worlds to the Outer Rim regions. Although only one of their methods, it was one way they found their Force sensitive children. To avoid the detection of the Jedi Order and the Republic, the group - now calling themselves the Ring - researched old records of known space and exotic or hazardous locations. In their search, the Ring happened upon the old holocron documentation of the ice world of Toridas, located within the Deep Core, where the presence of the Republic, the Jedi, and any government was virtually non-existent. Through careful channels, the Ring set up a special expedition away from the eyes of the Republic to venture to Toridas. The facility on Toridas' surface was largely underground, and was completed sometime near the end of 3651 BBY.
During the facility's creation, the Ring sought to retrieve subjects for the experiment at hand, using the same method utilized by many Jedi. Midi-chlorian tests were part of a standard medical check-up, recorded in a blood analysis. These informative profiles were passed through the Republic before the information was transferred to the Jedi Order. For nearly three months, the Ring bribed and intercepted some seventy children with a Midi-chlorian high enough to be considered "Force sensitive".
